The French athletes are concerned about their budget, and the minister tries to reassure them. They are 380 to be signed Thursday, in Le Parisien, an open letter addressed to Emmanuel Macron, whose first sentence sets the tone : "The family of French sport is in danger !". This Friday, the presidents of the federations and other champions have, in turn, sent a letter to the "elected representatives of the Nation" in the daily newspaper The Team, asking what "sport" is "no longer considered an expense but as an investment".

Among the signatories of these letters, the champions Teddy Riner Martin Fourcade or Perrine Laffont ; but also the former sprinter Christine Arron or the athlete Mahiedine Mekhissi.

The reason for their concern is the same : the decline in resources, coupled with fears of deletions of the executives of State who are involved in the federations. The world record holder in the decathlon, Kevin Mayer, signer of the letters, stressed the importance of the role of these frameworks of State on RMC Sport on Thursday.

"the announcement of the removal of 1 600 technical managers in the State by 2022 and the reduction in the budget for Sport to 2019 are contradictory to the goal of expected performance and disastrous for the legacy that we will leave to the new generations", we read in the letter published in the new yorker.

Fall means ?

The tension is rising at the beginning of September with the publication of a circular of the prime minister, asking the ministry to remove 1 600 FTE (full-time equivalents) between 2018 and 2022. The ministry was then headed by Laura Flessel, and the new minister Roxana Maracineanu, had denounced "an announcement very brutal".

Since then, she has promised that the 1 600 advisers athletes (CTS), these frameworks of State working for the federations and referred to by the letter of the prime minister, states would not lose their jobs. It has not excluded, on the other hand, they lose their civil servant status. The question of whether the State or federation would take charge of their remuneration has not been determined.

The fears were confirmed at the end of September, with the announcement of a reduction of 6 % of the budget of the ministry for 2019, which goes from 481 to 451 million euros (out of 65 million for the construction sites of the olympic Games of Paris-2024). Again, the minister tried to reassure and affirmed that the budget was "preserved". "This budget is not going down, this is a display of figures that said that," she insisted this Friday morning at the microphone of Franceinfo. According to her, the decrease is explained by the overvaluation, last year, expenditures to adjust employee contributions of the referees.

The department has even announced "new measures" for 40 million euros, with the margin of manoeuvre of the participants on the major sporting events, less expensive in 2019, and on investment programs to be completed.

"We really have enough money to work"

As a result, 25 million euro is announced for the credits of high performance, who will reach "the 88 million euro in 2019". Fifteen million more will be devoted to "the reduction of inequalities, in particular on the strengthening of the "know how to swim to France." These 40 million euros will be routed to a large part by grants to the federations.

"We really have enough money to work today", has launched the Sports minister this Friday on Franceinfo. However, she announced that she would meet Friday or Monday, the minister of the Action and of the public Accounts, Gérald Darmanin, "to advocate for additional resources". According to several sources, an additional envelope of € 15 million would be in the game.

Roxana Maracineanu, however, has not hidden its support to the approach of the sports figures that are signatories of the letters and petitions. "I think that before being a minister, I too would have signed this petition, it is as you want it to shine all day and there is snow when we go skiing. It is normal that they make their voice heard (...) all I can say is that I'm going in the same direction as them," assured the minister.
