back to school gaullist, by J. J. H.

Jean-Jacques Servan-Schreiber analyzes the speeches of return of the general de Gaulle on the deep reasons of the crisis of may.

Cover of L'express n° 897 of September 16, 1968.

The Express

"On the good people, the head of State carries a judgment more severe than that, in truth terrible. The country, in may, was 'distraught', 'frozen in its mass', and 'morbid'. This could be a matter of circumstance. No. In the spirit of the head of State, and he explains, it is a chronic disease of our country. And the first conclusion he draws, it is precisely that 'the nature of our people exposed to both avatars' that it should be of particular institutions as an antidote necessary to its own fragility. [...] Remained the two dominant, under different titles of this fall : the University of france, and the invasion of Czechoslovakia. On the first, the General, as he says, is not 'extended'· It has not much to say, and the machine to transform the students the less fanatical in 'rabid' seems to be running again. About Prague, he outdid himself, and it is without doubt the greatest cause for concern."

Middle East. The naive do damage

On September 4, a bomb attack left one dead and 72 injured in the bus station of Tel-Aviv. The police chief told Michael Solomon, special envoy of The Express, how he stopped the terrorist.

"the inexperience of The young recruits of terrorism Arabic facilitates, in many cases, the task of the israeli authorities. Thus, the premature detonation of bombs placed at the bus station she caused the panic of those who came to ask them, and believed they have a greater margin of time to beat a retreat. One of them was intercepted because he was running in the opposite direction to that of the crowd. The second was overpowered by the taxi driver that he had called, and who could not judge his behavior disturbing." (Michael Solomon)

Teens : the life grows in pockets

All the means are good to have a little more pocket money.

"To be roughly entered into the customs French, the pocket money of adolescents do not pose less of a problem. In 1966, a survey from the Ifop showed that the 15-20 year old received annually 5 billion francs in pocket money. At the age of 16, a young man has, on average, 80 francs per month, and a young girl, 60 francs. [...] The intrusive search of the pockets of dad-mom, the exploration vigilant of lost coins at the bottom of the chairs. In case of emergency, the direct debit in the wallet breast, that hangs out often. [...] A high school student from the suburbs says without shame that she steals in shops of the low as his mother, then paid them back. A boy, him, found in an attic a collection of books and disks christians that it flows in door-to-door 'in the name of the parish'. A high school student 15 years of age, this summer, in Copenhagen, has bought the' eros' in the quantity. Spare, the photos licencieuses will be sold the 5-franc piece."

Revival of the committees of companies

works councils are refreshed and the participation of employees in the largest companies will redistribute some of the profits.

"The new definition of participation has been set out by Mr. Couve de Murville to the Council of ministers. This is because, according to him, is less the ownership of the companies and the dignity of the workers": to cease to be a cog anonymous, they must be informed and be able to have their say ; the concept of benefit should not be questioned in a country where it would, on the contrary, needs to be restored. [...] Companies employing more than 100 employees will be required to distribute in the form of shares or units in investment companies, a portion of the profits. But the definition of profit is strict. And it can hardly be otherwise. This is obviously income tax. And deduction is made in compensation of normal capital estimated at 5%. It has been calculated that among the 100 largest companies in France, only 16 had, in 1966, made a 'profit' as defined above. It has been calculated that about 4 500 000 employees working in private companies of more than 100 people, 1 800 000 only could, according to the balance sheets of 1966, to take advantage of the law. For a sum varying between 150 and 700 francs per year. [...]

text is currently in preparation. The measures envisaged are arranged around the renaissance committees of the company. In doing so, Mr. Schumann hoped not to offend the unions, hostile to any innovation in the procedures for the election of delegates, may oppose the creation of new structures. But this being the case, how to ensure that the information will really be up to the committee to the base ? And how to reverse the single worker can be assured that these concerns will be expressed in committee ? [...] The formal introduction of union sections could constitute an important step toward relationships of greater equality between boss and employees. But this step is not a gaullist, because the General is suspicious of trade unions. Also the government will distinguish a-t-it carefully between claims that would be the responsibility of the sections, and the dialogue, which would involve the works committee." (Marc Ullmann)

The heirs of Diderot

Publication of the first volume of The Encyclopædia Universalis, written in French.

Claude Gregory, director of The Encyclopaedia Brittanica, in The Express of September 16, 1968.

The Express

" 23 000 pages, 8,000 articles main, 30 000 additional, 20 volumes including the first volume seems to be these days. The company is huge : 3,000 employees, researchers, scholars, academicians, professors, etc, The most important in this area and in our country since the' Encyclopedia of Diderot, whose first delivery was put into circulation on the 28th of June, 1751. [...] Diderot and d'alembert, by relying on the scientific and technical developments of their century, wanted to show the existence of a higher order : that of reason. It was this ferment of revolutionary because they challenged the established order and its religious expression. They planted in the middle of the century an immense tree, whose roots were going to crack the crust of the society. Today, rather, it is to pick up the pieces. [...] The american publishers have given up until now to put together an encyclopedia of the type of the Encyclopaedia Brittanica. They are waiting for the end of the book, that is to say, the revolution that will create the electronic encyclopaedia, recorded on the computer, in which each will be connected by telephone. In this sense, the Universalis is the last of a generation of encyclopedias, including that of Diderot marks the original. Will it be so outdated ? No, because its purpose is to open the drive with 'problems' new. It is she who allows the man to ask, and to ask the basic questions. It is she who will allow him to dominate the machine." (Jean - Louis Ferrier)
